OAK GROVE, Monterey — October 29, 2026. A proposal in Monterey’s Neighborhood and Community Improvement Program calls attention to the pedestrian passage beneath Highway 1 near Sloat Avenue and Tenth Street. Rather than simply adding another roadway sign, the application seeks to improve sidewalk safety and accessibility while changing the appearance of the underpass.
The project appears in the city register as OG-03, submitted January 29, 2025. The city’s later review packet still described the proposal in fall 2025. It remains a documented request in that packet; California58 has not verified a final 2026 construction award, traffic closure or completed improvement.
What was proposed?
The project description in the City of Monterey’s NCIP project register calls for removing dirt slopes beside the pedestrian passage, adding a community art element and installing a neighborhood welcome sign. Those elements were bundled under a project characterized as improving sidewalk safety at the underpass.
The combination is unusual because it addresses both a practical walking environment and how residents and visitors recognize the Oak Grove neighborhood. The document does not specify the art design, artist, installation materials, engineering drawings or an approved cost for the final construction.
Questions about accessibility and drainage
Before any work, city engineers would need to assess pedestrian clearances, accessible walking surfaces, traffic management and whether altering the slope affects water runoff. Those are common design questions for an underpass, not findings that the location currently violates a particular law or that drainage trouble has been documented. An NCIP nomination by itself is not an engineering safety study.
How does it relate to other neighborhood work?
The city register also includes a separate Oak Grove request for Sloat Avenue radar speed signs between Fifth and Sixth streets. The underpass project is distinguished by its pedestrian pathway, accessibility and public-space scope. The city’s separate Park Avenue roadwork list addresses paving on a different corridor.
What can residents check now?
Oak Grove residents can seek the latest status of OG-03 from Monterey Public Works and the NCIP Committee, including whether the project was screened for capital eligibility, whether a design and funding were approved, and whether there is an actual public works schedule. The next published NCIP project ranking is scheduled for November 18, 2026, but a voting agenda is not proof that this particular 2025 application is among the items to be funded in the new cycle.
