OAK GROVE, Monterey — October 30, 2026. Monterey’s shift from paper and windshield parking permits to a digital license-plate system has a different schedule in Oak Grove. While several other neighborhoods began requiring new virtual residential parking permits on August 1, 2026, the city’s official parking-program page explicitly identifies Oak Grove as an exception and says its transition will begin in fall/winter 2026.
Important: The city has not published an exact Oak Grove enforcement start date on the referenced page. Residents should not interpret August 1 as the Oak Grove deadline, nor assume that the neighborhood’s old rules remain in force indefinitely. Check the Parking Division’s most recent notice and your street’s posted signs before leaving a vehicle beyond the allowed time.
Why Oak Grove has its own timeline
Monterey’s official Residential Parking Program (RPP) update names Oak Grove as the exception to the summer 2026 rollout. Its detailed frequently asked questions say permits in Cannery Row, New Monterey, Old Monterey and Downtown moved to the virtual system beginning August 1; Oak Grove will begin transitioning in fall or winter.
Monterey City Council adopted updates to the program on May 19, 2026, retaining existing participating neighborhoods without requiring a new petition to requalify. The city’s published materials do not identify a street-by-street date when enforcement of new digital credentials begins within Oak Grove, so residents should ask the city rather than guess.
What will a resident permit cost?
The updated city program sets a fee of $25 per year for each eligible resident permit, with a maximum of four per address, subject to each permit being associated with a licensed resident driver and qualified vehicle. A permit only exempts the covered car from certain posted parking time limits in its authorized zone. It does not reserve a parking space.
Eligible residents receiving qualifying means-tested assistance can seek a no-cost permit waiver. The city lists programs including CalFresh, Medi-Cal, SSI and Section 8 Housing Assistance among possible ways of documenting eligibility. Approval requires submission of supporting information; qualification is not automatic just because someone participates in one of the programs.
How do guest permits work?
According to Monterey’s FAQ, eligible addresses receive 25 free one-day digital guest passes per year, each valid for 24 consecutive hours after activation. Residents may purchase up to three additional 25-pass bundles at $25 per bundle, for a total of up to 100 passes a year. A guest pass is needed only if the visitor plans to exceed posted parking limits during enforcement hours. Drivers displaying a valid disabled parking placard or plate have a separate exemption under the city’s RPP rules.
How can Oak Grove households register?
The city directs eligible residents to monterey.getapermit.net, where accounts can be created and vehicles linked to license plates. The FAQ asks applicants to provide a valid driver’s license and vehicle registration, with documentation proving residence when creating the account. The Parking Division can help people who cannot complete the process online.
Residents should wait for the official Oak Grove implementation notice before assuming an account approval means a particular permit is mandatory on their block that day. The system is designed for designated RPP zones, not every street in the city.
Where to ask questions
Monterey’s Parking Division lists its service office at 340 Tyler Street and telephone (831) 646-3953. Residents can ask specifically about Oak Grove’s rollout dates, eligible addresses, fee waivers, and whether their existing permit remains valid during transition. The city also provides a map of current residential permit zones on its public program page.
The digital parking transition is a different administrative development from Park Avenue pavement work and Oak Grove’s Neighborhood Improvement Program nomination status already covered by this newspaper.
