OAK GROVE, Monterey — October 29, 2026. Drivers traveling along Sloat Avenue between Fifth and Sixth streets pass through a residential area where neighbors have asked the City of Monterey to consider speed-feedback signs in both directions. The request appears as project OG-02 in the city’s fiscal 2025–26 Neighborhood and Community Improvement Program (NCIP) application register.

This is an accountability review of a previously filed neighborhood request—not an announcement that the signs have been installed or that a new traffic rule took effect on October 29. The application was received January 29, 2025, and remained listed in the project-review materials attached to a November 5, 2025 NCIP Committee meeting.

What do the official records say?

The city register identifies the original project as replacement of speed-limit indicators on Sloat Avenue between Fifth and Sixth streets. Its modified description calls for installing or replacing radar speed signs in each travel direction. The purpose of a speed-feedback sign is to inform approaching drivers of their speed, although the application itself does not supply a new speed survey or demonstrate that the devices would reduce collisions by a measured amount.

In the November 5, 2025 city committee packet, Attachment 1, page 3 of the project register, the item remains an application. That table is not a purchase order, construction schedule, or proof that city traffic engineers have selected a final equipment model.

Why does the distinction matter?

A neighborhood request is an early step in the city’s capital-improvement process. Residents may propose traffic-safety work, but feasibility reviews, competing priorities, costs and subsequent budget approvals can affect whether a particular item moves forward.

The same historic city register also contains a broader, separate multi-neighborhood proposal, MN-05, to repair nonfunctioning radar speed signs on several Monterey streets including Sloat Avenue. The records do not establish whether OG-02 is a distinct installation from an existing citywide replacement effort or whether the two would be consolidated. The city should clarify this to avoid funding overlapping scopes.

Questions Oak Grove residents can ask

Residents seeking an update can ask Monterey Public Works whether OG-02 received a final technical review; whether any Sloat Avenue signs were inspected, repaired or replaced; how radar-feedback data are handled; and whether the work has an awarded budget. A documented collision or speeding complaint should include the precise intersection, time and travel direction.

This request is different from the planned Park Avenue road-surface repairs previously covered by Oak Grove News. Pavement preservation and speed-feedback signs involve different public-safety questions.
